Summary
OpenRouterI corrected the Junior High School certificate of transfer layout to match the sample, standardized text sizing, and aligned field blanks. I fixed a logic error in the Report Card Controller that incorrectly flagged second-term subjects as missing for the first term, ensuring subjects are now counted only for the term in which a student is enrolled. I added a new Notes Creator feature, updated the report card generation process, and refactored the User Management module.

- I updated the Junior High certificate of transfer to follow the sample layout with 13px text, aligned Grade and Section fields on one line, and positioned the eligibility field on the next line with a matching right edge.
- I adjusted the JHS report card layout.

- I fixed the Not Submitted list logic in the Report Card Controller to check subjects only for the term the student is enrolled in, removing second-term subjects from the first-term missing list for the affected student.
